A trooper who was patrolling on I-210 in Lake Charles early Sunday morning spotted a man drive past him at 96 miles-per-hour when the speed limit was 60.

The trooper pulled over 34-year-old Kevin Handy, and he says the man was obviously intoxicated.

Handy was taken to the Troop D office for processing, and he refused a toxicology test.

A judge then gave permission for a "no-refusal" warrant to take his blood.

He was then arrested on multiple charges including the following:

  • 4th offense DWI
  • Speeding
  • Open alcohol container
  • No driver's license
  • Driving under suspension

Troopers had already gotten a "no-refusal" warrant back in October of this year when Handy again refused to give a blood sample to police. He was charged with 3rd offense DWI at that time.
