For the fourth year in a row, Louisiana is without a new class of state troopers to train. State Police Col. Mike Edmonson says that he initially requested the funding for a class, but withdrew his proposal after the state's budget problems were clear.

In July of 2009, the state showed 727 patroling officers, now the number is down to 674.

Edmonson says a new class would cost roughly $4 million included salaries and benefits.
