Scott Man Faces Ten Years – Failure To Update Sex Offender Registration

44 year old Charles Edward Shinn of Scott pleaded guilty to one count of failing to register a change of address as a sex offender. Evidence was presented that Shinn was living in Louisiana when it was thought he was living in Mississippi. Investigators discovered Shinn was living in Scott and working in Lake Charles. The owner of the home Shinn had listed as his residence in Mississippi said Shinn had never lived there. Shinn was originally convicted of felony carnal knowledge of a juvenile in St. Tammany Parish in March of 1996. No sentencing date has been set by District Judge Richard Haik but Shinn faces up to 10 years in prison, five years probation and a quarter of a million dollar fine.
