Authorities in Bossier Parish have upped the charge against an Elm Grove woman to first-degree murder in the January 13th death of her five-year-old stepdaughter, Anna.  34-year-old Catherine Lowe was charged with murder based on statements from other family members and a coroner's report that determined the little girl died of internal bleeding from being beaten so severely that her stomach was severed from her intestines and her liver lacerated twice.   The girl's father remains charged with negligent homicide for failing to provide his daughter with the medical care she needed.
